A cooperation agreement has been signed between Türkiye and Azerbaijan, aiming to develop strategic capabilities and transform the defense industry ecosystem.

The head of the Presidency of Defense Industries (SSB), Haluk Görgün, stated in a social media post that Türkiye’s holistic ecosystem approach in the defense industry has been attracting increasing interest from friendly and brotherly countries.

In his statement, Görgün said:

“Our holistic ecosystem approach in the defense industry has now reached a level that serves as an international reference not only with its capability to develop platforms and products, but also with its institutional structure, governance model, and understanding of sustainable industrialization.

Friendly and brotherly countries are interested not only in technology but also in the system architecture that enables it.

In line with this understanding, we have signed a cooperation agreement with the Ministry of Defense Industry of Azerbaijan, aiming at the development of strategic competencies and the transformation of the ecosystem in the defense industry.”

Görgün emphasized that within the scope of the cooperation, a comprehensive transformation perspective will be established covering governance, procurement and contract management, R&D, industrial development, technology acquisition processes, as well as industrialization, export architecture, human resource development, and knowledge transfer.

He added:

“This step is not only a deepening of the strategic cooperation between the two brotherly countries, but also a concrete reflection of the global value of Türkiye’s defense industry model.”

The statement noted that the agreement was signed on behalf of SSB by Vice President Hakan Karataş, and on behalf of the Ministry of Defense Industry of Azerbaijan by Deputy Minister Hidayat Azimov.
